TRC Government Services of Tulsa, Oklahoma, won a Defense Logistics Agency Energy contract worth up to $15.4 million to provide contractor-owned, contractor-operated retail and bulk fuel services at Joint Base San Antonio, Texas. The work covers fuel facilities serving Fort Sam Houston and Camp Bullis. DLA awarded the contract Sept. 29, 2026, with performance scheduled for completion Oct. 31, 2029.

Joint Base San Antonio Fuel Services Details

TRC will establish, operate, manage and maintain facilities for receiving, storing, protecting and issuing motor gasoline and ultra-low-sulfur diesel. The work includes both retail refueling and bulk fuel services for government customers at Fort Sam Houston and Camp Bullis, according to DLA Energy’s notice describing the requirement.

The contract is intended to keep those customers’ bulk and retail fueling services operating without interruption. A Texas environmental project document separately describes a planned TRC-operated military service station at the Camp Bullis contractor-owned, contractor-operated facility. Its design calls for around-the-clock, QR-code-authorized gasoline and diesel fueling for government customers, as well as bulk diesel issuance to tanker trucks headed into the field. The document describes a facility plan, rather than a completed station or a confirmed deliverable under the new award.

Award and Contractor Background

DLA Energy made the award on a sole-source basis, citing its determination that only one responsible source could meet the requirement. TRC has previously held a Joint Base San Antonio fuel-facilities contract. A 2019 Defense Department contract notice reported an award of about $7.1 million to the company for that work.

TRC also has a DLA Energy fuel-services contract in Hawaii with a potential value of $56.5 million. That work combines contractor-owned retail and bulk fuel services at Schofield Barracks with operation and maintenance of government-owned fuel facilities at Wheeler Army Airfield.


This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under SPE60326C5018 after the contract is formally disclosed by the government.
