Tidewater Awarded $249M Army Facility Construction Contract in Germany

The U.S. Army announced it has awarded a contract for facility sustainment, restoration and modernization construction services to Tidewater worth up to $249 million (about $249M) over approximately five years. The firm-fixed-price, indefinite-delivery/indefinite-quantity contract will support Army installations across Germany, with work locations established through individual orders; the procurement was not set aside for small businesses.

Work to be Completed Under the SRM Construction Services Contract

The contract covers a range of maintenance, repair, alteration and construction projects at U.S. Army garrisons throughout Germany. The Army’s request for proposals described a multiple-award task-order contract for construction services, while an earlier presolicitation notice addressed planned design-build and general construction work in Germany.

Potential assignments span numerous construction trades, including carpentry, plumbing, heating, ventilation and air conditioning, fire suppression, electrical systems, utility distribution, concrete and masonry construction, stormwater systems, painting, roofing, demolition and structural steel work. Project-specific requirements will be defined in subsequent task orders.

Under the general statement of work, Tidewater must furnish the labor, materials, tools, equipment, supervision, technical expertise, testing, surveying, transportation, reports, samples and warranties required for assigned projects. The contractor also must comply with applicable German laws and construction codes, Department of Defense Unified Facilities Criteria and other governing requirements. Before beginning work, the contractor will conduct site reviews and joint inspections with government representatives, document existing conditions and identify potential conflicts or deficiencies. Tidewater will also be responsible for quality control, maintaining project records, preparing reports and updating computer-aided design as-built drawings to reflect completed conditions.

Job-site obligations include maintaining safe and orderly work areas, managing equipment placement, performing daily cleanup and disposing of waste in accordance with host-nation law. The contractor must maintain grounds within construction areas and remove temporary facilities after work is completed, including restoring disturbed soil, grading for drainage and reseeding where required.

The work also carries information-protection and operational-security requirements associated with construction on military installations. Individual orders will determine the specific performance locations and schedules. The Army expects the ordering period to run through Aug. 13, 2031.

Tidewater’s Federal Construction Experience

Tidewater is based in Elkridge, Maryland, and has performed construction, renovation and facility-support work for multiple federal agencies. Related projects include a Marine Corps Base Quantico pavement repair project, a Walter Reed National Military Medical Center entrance renovation and facility support for U.S. Naval Hospital Yokosuka.

The Army received seven bids after soliciting offers online. The 409th Contracting Support Brigade in Kaiserslautern, Germany, is the contracting activity for contract W912PB-26-D-A027.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov once disclosed by the government in approximately 90 days under W912PB26DA027 after the contract is formally disclosed by the government.
