T&T Materials, TW Metals Win $750 Million DLA Metals Tailored Logistics Support Contracts

T&T Materials of Rochester, New York, and TW Metals of Carol Stream, Illinois, will share a Defense Logistics Agency Troop Support contract to supply commercial metal products to the Army, Navy, Air Force and Marine Corps. The firm-fixed-price contracts have a combined ceiling of $750 million, with work performed inside and outside the continental United States. The initial ordering period runs through Sept. 24, 2028.

Metals Tailored Logistics Support Program Details

The award supports DLA’s Metals Tailored Logistics Support Program, which gives military customers a way to obtain commercial metals that are not necessarily stocked as National Stock Number items. T&T Materials and TW Metals will supply materials in response to customer orders rather than deliver a single predetermined quantity. DLA’s commodity guide describes the program’s range as ferrous and nonferrous metals, including specialty metals, as well as wire, wire rope and chain.

Orders through the program can also call for processing before delivery, including cutting, shearing, grinding, painting, inspection and minor machining. Those services allow customers to request material prepared for a particular requirement, rather than only standard stock sizes. Under DLA’s customer guidelines, requirements are competed among the program’s contract holders.

The supply channel is intended to support varied military requirements, including repair, maintenance and construction. A DLA capabilities briefing identifies routine and emergency delivery and surge coverage as features of the program, alongside reduced reliance on government-held inventory.

Award and Contractor Background

DLA received 18 responses to the competition. TW Metals also held a contract under the previous metals program award, announced in July 2021. That $900 million shared-ceiling award went to TW Metals, SupplyCore and I-Solutions Direct after a competition that drew six responses. T&T Materials participated in that program as a subcontracted metals partner to SupplyCore; the new award names it as a prime contractor.

Individual orders under the earlier program illustrate the range of materials involved. DLA placed an order valued at up to $8.1 million for silver bar with TW Metals. Separately, T&T Materials received an Army contract valued at up to $1.3 million for custom stainless steel used in M284 split rings.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under SPE8E426D0001, SPE8E426D0002 after the contract is formally disclosed by the government.
