Sustech LLC of Trujillo Alto, Puerto Rico, has won a $16 million firm-fixed-price contract from the National Guard Bureau to build a 21,117-square-foot Engineering/Housing Maintenance Shop at Camp Santiago Joint Training Center in Salinas. The facility will support the Puerto Rico Army National Guard’s Department of Public Works as it maintains and repairs buildings, roadways, grounds and utility systems. The project was set aside for small businesses, and construction is expected to be completed by Oct. 15, 2028, according to the award notice.
Engineering/Housing Maintenance Shop Details
Sustech will construct dedicated shops for painting, heating and air conditioning, electrical work, plumbing, screen repair, carpentry, welding and grounds maintenance. The solicitation also describes an operator work bay, a supply warehouse, an administration wing and staff facilities, including locker rooms and a separate toilet and shower area for workers coming from shop operations.
The work extends beyond the building. Sustech will prepare and grade the site, provide stormwater drainage and service-vehicle parking, and install utility connections, exterior fire protection, communications infrastructure and physical-security measures. The project specifications call for systems including fire alarms, sprinklers, HVAC controls and vehicle exhaust equipment, with commissioning and operating documentation before the facility is turned over.
Award and Contractor Background
The government received nine bids for the construction contract. The solicitation established a 730-calendar-day construction period after notice to proceed, including inspection and final corrective work.
The project addresses a documented gap in Camp Santiago’s maintenance facilities. The Army’s military construction justification said the existing shop, built in 1996, had suffered significant hurricane damage and was no longer operational. Congress subsequently provided $14.5 million for the project in its 2023 military construction funding agreement. That amount was project funding, rather than an earlier construction award.
This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under W912LR27CA001 after the contract is formally disclosed by the government.
