Summer Consultants Wins Up to $40 Million NAVFAC Mid-Atlantic Engineering Contract

Summer Consultants of McLean, Virginia, won a Naval Facilities Engineering Systems Command Mid-Atlantic contract worth up to $40 million for mechanical, electrical and plumbing design and engineering services. The work will be performed across the command’s region, primarily in its Hampton Roads, Virginia, area of responsibility. The firm-fixed-price, on-call contract is expected to run through September 2031 and is identified as an SBA set-aside. The Navy awarded an initial $5,000 task order to meet the contract’s minimum guarantee.

NAVFAC Mid-Atlantic Engineering Services Details

Summer will provide mechanical, electrical and plumbing design and engineering as NAVFAC Mid-Atlantic issues individual task orders. The award establishes capacity for recurring facilities-design needs rather than authorizing a single construction project; the $40 million ceiling is the maximum potential value, not the amount awarded for a defined package of designs. The award notice identifies Hampton Roads as the primary work area.

The services sit within NAVFAC Mid-Atlantic’s broader planning, design and construction mission, which supports Navy and Marine Corps facilities. The command also buys related work through separate contracts: in September 2025, it announced an up-to-$248.1 million utilities maintenance award for Hampton Roads installations. That construction-maintenance work illustrates the region’s facilities workload but is distinct from Summer’s engineering-design contract.

Award and Contractor Background

The Navy received 17 offers for the new contract. Summer has performed related NAVFAC engineering work under other awards. In November 2023, the Navy announced a contract worth up to $15 million for the company to provide mechanical, electrical, plumbing and fire-protection engineering and design, primarily in the Great Lakes, Illinois, area. Examples of work under that contract include a $165,436 chiller and cooling-tower replacement design effort and a $153,820 study of backup power for galley operations at Naval Station Great Lakes.

Summer also received a NAVFAC Washington mechanical, electrical, plumbing and fire-protection design contract in 2020 with an initial $30 million ceiling. The Navy announced in October 2024 that it had raised that ceiling to $45 million. Those awards establish experience with similar NAVFAC services in other geographic areas; the newly awarded contract focuses primarily on Hampton Roads.
