Structural Associates Wins $23 Million Fort Drum Wellfield Expansion Contract

Structural Associates Inc. of East Syracuse, New York, has won a $23.3 million firm-fixed-price contract from the U.S. Army Corps of Engineers for construction of five water wells at Fort Drum. The work includes well houses, supervisory control and data acquisition (SCADA) systems, utilities and approximately five miles of waterline. Work will be performed in Watertown, New York, and is expected to be completed by March 28, 2029.

Fort Drum Wellfield Expansion Details

Structural Associates will build the five wells and their well houses, install SCADA equipment, and complete site grading and utility work. The waterline will connect the new well infrastructure with the installation’s water system. A Fort Drum wellfield expansion presolicitation also described stormwater-management features, communications infrastructure, duct banks and overhead power lines as part of the planned project.

The expansion adds to an existing groundwater supply. Fort Drum’s 2025 drinking-water report says the installation has five groundwater wells, approved in 2016, and receives approximately 800,000 gallons of purchased water per day through the Development Authority of the North Country.

In a 2022 description of the wellfield expansion, the Army said the planned project was intended to meet current and future water demand and provide electrical-distribution redundancy supporting operations at Wheeler-Sack Army Airfield. That earlier plan called for five potable wells with pumps, telemetry, enclosures and generators, alongside water-main, power and communications work.

Award and Contractor Background

The Corps received five bids for the contract. Its award notice describes the construction approach as design-bid-build; the linked presolicitation described a design-build project. Both documents describe a five-well expansion at Fort Drum, but the available information does not resolve that difference in procurement approach.

The Army characterized the expansion as a $27 million planned effort in 2022. The current $23.3 million construction award follows that earlier planning, which had anticipated an earlier contracting schedule.
