Stantec-TranSystems JV of Denver has won a Naval Facilities Engineering Systems Command Northwest contract for multidisciplinary architect and engineering services with a potential value of up to $249 million. The indefinite-delivery/indefinite-quantity award covers projects across the command’s area of responsibility in Washington, Oregon, Idaho, Montana, Alaska, Wyoming, North Dakota, Nebraska, Iowa and Minnesota. The Navy expects most of the work to take place in Washington. The contract has an initial two-year period; the award notice does not give an overall completion date.

Multidisciplinary Architect and Engineering Services Details

Stantec-TranSystems will provide architect and engineering services as NAVFAC Northwest assigns work under the contract. The award establishes capacity for services at multiple locations rather than commissioning one named facility or construction project. The Navy will determine the scope of individual assignments through subsequent orders.

The geographic reach matters for a contract of this type: the joint venture may be tasked with work in Alaska and across the inland Northwest and northern Plains, although the Navy anticipates the largest share in Washington. The award notice describes the services as multidisciplinary but does not identify project-specific designs or other deliverables.

Award and Contractor Background

NAVFAC Northwest received eight offers for the competitively awarded contract. No funds were obligated at award, so the $249 million ceiling represents potential work rather than an amount already committed to the joint venture.

The command also has a regional multidisciplinary architect-engineering contract with Rogers, Lovelock & Fritz. In an August 2026 announcement, NAVFAC Northwest said it had raised that contract’s ceiling from $100 million to $127 million. It described the work as including engineering and design for design-build solicitations and complete construction documents for a range of projects, illustrating the kinds of design capacity the command has procured through regional contracts.
