The U.S. Transportation Command has awarded a contract for Stevedoring and Related Terminal Services (S&RTS) in the Pacific Northwest to SSA Conventional. The firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract is valued at $26.3 million over five years. Work will be performed at ports in Portland, Oregon; and Tacoma, Everett, Olympia, and Grays Harbor, Washington.

Work to be Completed Under S&RTS, Pacific Northwest Contract

According to the official award notice, SSA Conventional will provide stevedoring and related terminal services across several key Pacific Northwest ports. These services are critical for the efficient loading, unloading, and handling of cargo for military and government operations.

The contract covers operations at the following locations:

  • Portland, Oregon
  • Tacoma, Washington
  • Everett, Washington
  • Olympia, Washington
  • Grays Harbor, Washington

This IDIQ contract allows for flexibility in ordering services as needed over the five-year base period from October 1, 2025, through September 30, 2030. The United States Transportation Command (USTRANSCOM) will issue mission-specific task orders under this agreement. No expenses may be incurred by the contractor until such task orders are issued.

The contract was awarded following a competitive process under Request for Proposal (RFP) HTC71125RE120. SSA Conventional's proposal was determined to represent the best overall value to the government. The maximum contract value, including a potential increase of up to 25%, is $32.8 million.
