Speegle Construction Inc. of Niceville, Florida, has been awarded a firm-fixed-price contract to build the Long Range Stand Off (LRSO) Hardware Software Development Facility at Eglin Air Force Base, Florida. The U.S. Army Corps of Engineers’ Mobile District awarded the small-business set-aside contract, which has a total cumulative face value of $15.3 million. The facility will provide space for research, development and testing of LRSO hardware and software, with construction expected to be completed by May 22, 2028.

LRSO Hardware Software Development Facility Details

Speegle will construct an approximately 11,000-square-foot, single-story building with laboratory and administrative space. According to the Corps’ project description, the labs are intended for research, development, testing, evaluation and validation of advanced LRSO subsystems, including work that supports hardware validation and software certification. Speegle’s contract is for the facility, rather than the weapon-development work that will take place in it.

The construction solicitation describes site preparation, building construction and installation of the systems needed for the specialized facility. The building is to support around-the-clock operations when required and meet standards for Sensitive Compartmented Information Facilities, according to the project description.

LRSO Program Background

LRSO, designated AGM-181, is the Air Force’s planned nuclear-armed air-launched cruise missile. It is intended to replace the AGM-86B, which entered service in 1982, and to operate with nuclear-capable bombers including the B-52 and B-21, according to the Defense Department’s weapon-system budget description. The program entered engineering and manufacturing development in July 2021.

The U.S. Strategic Command’s 2026 posture statement describes LRSO as a replacement offering greater targeting flexibility and improved ability to penetrate defended areas. The Eglin facility is intended to support validation and certification of the advanced subsystems being developed for that program.

Award and Contractor Background

Eight bids were received for the Eglin project. The government award notice puts the value of the current contract action at $14.7 million, within the contract’s $15.3 million cumulative face value.

Speegle has held other Corps construction contracts at Eglin, including an approximately $28.8 million ACURL reprogramming facility contract with a potential performance end in August 2025 and an approximately $19.6 million flightline fire station contract at Duke Field with a potential performance end in July 2025. Those projects provide a record of the company’s construction work at the base.
