U.S. Space Force Releases Draft RFP for Hemisphere IDIQ

The U.S. Space Force's Space Systems Command (SSC) has released a draft Request for Proposal (RFP) for its upcoming $2.5 billion, 10-year Advisory and Assistance Services (A&AS) Hemisphere IDIQ.  Awardees under Hemisphere will provide a range of engineering, program management, contracting, logistics, operations, and administrative support to SSC.  Feedback on the RFP is due July 19th.  

Hemisphere To Support SDACP and BMC3 Missions

SSC provides highly classified Space Domain Awareness (SDA) systems, Defensive and Offensive Space Control (DSC/OSC) capabilities, and space test range assets to meet Department of Defense operational requirements.  SSC also develops, integrates, tests, deploys, sustains, and supports operations for systems to meet strategic and tactical operational needs.  Hemisphere will support SSC's Space Domain Awareness and Combat Power (SDACP) and Battle Management, Command, Control and Communications (BMC3) Program Executive Offices and their mission partners.  

Awardees will provide a broad range of A&AS to support including weapon system life cycle execution, engineering, program management, contracting, logistics, operations, and administrative support to SSC.

Hemisphere Bidding Dynamics

Hemisphere is unclassified; however, task orders will include classified work. SSC expects awardees will have experience working on classified space acquisition programs and hold a valid security clearance.  Teaming arrangements are not restricted, and subcontractors are permitted to support multiple primes.

Navigating Organizational Conflicts of Interest (OCIs) will be key for all bidders given the nature of A&AS work. OCIs may preclude many of Space Force's largest contractors from competing on the vehicle. The full list of industry day attendees provided below makes up the most likely set of bidders.

According to the most recent timeline laid out by the government, IDIQ and initial task order awards are expected to be made by December 2023 with a transition period in early 2024.
