SPA Wins $52 Million DARPA Technology Program Support Task Order

Systems Planning and Analysis (SPA) has won a $51.7 million cost-plus-fixed-fee task order from the Defense Advanced Research Projects Agency for operational and support services. The Alexandria, Virginia, company will provide technical, programmatic, financial and administrative management support for new and ongoing DARPA technology programs. Work will be performed in Arlington, Virginia, and is expected to be completed by October 2027.

DARPA Operational and Support Services Details

SPA will support the management of technology programs at different stages, including both new efforts and programs already underway. The task order covers technical and programmatic support, but the award notice does not identify individual programs, offices or systems assigned to the contractor.

SPA will also provide financial and administrative management support. DARPA’s description of its contractor workforce identifies financial analysis and scientific and technical expertise among the functions contractors perform across the agency. The new order brings those types of support together for DARPA’s technology-program management work in Arlington.

Award and Contractor Background

DARPA made the award following a competition that drew two offers. The agency obligated $2.1 million at award, a portion of the task order’s total value.

SPA also holds DARPA support-services orders for specific offices. A Director’s Office support order has a potential value of $193.1 million and a performance end date of May 2029. An Information Innovation Office program-support order has a potential value of $137.2 million and a performance end date of November 2030. Those awards show the company’s existing work supporting DARPA program management and office operations.


This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under HR001127FE003 after the contract is formally disclosed by the government.
