Serco Wins Up to $25 Million for Joint Staff J7 Training Support

Serco Inc. of Herndon, Virginia, has received a contract worth up to $25 million to support the Joint Staff J7 Deputy Directorate for Joint Training. The company will help plan, manage and execute collective joint training events and exercises worldwide, including events outside the contiguous United States. The work will be based primarily in Suffolk, Virginia, with travel to other U.S. and overseas government facilities as training needs require. Performance is expected to begin in September 2026 and could continue through April 2027.

Collective Joint Training Details

Serco will provide planning, management and execution support for the Joint Staff’s collective training events. The award covers exercises around the world, so personnel based in Suffolk may also need to support training at other government locations in the United States and overseas.

The work supports J7’s broader responsibility for joint training, which prepares combatant commands, joint headquarters and partners to operate together. That mission extends beyond conducting an exercise: training programs give participating organizations a way to practice command processes and coordination across forces.

Joint Training Program Background

The Joint Training Exercise Evaluation Program’s FY2026 budget justification describes a larger training enterprise that supports combatant-command exercises through scenario development, exercise management, observer-trainers and specialists in areas such as cyber, intelligence, communications and sustainment. Its FY2026 estimate lists 735 contractor full-time equivalents, down from an estimated 840 in FY2025.

Award and Contractor Background

The initial award is $14.6 million. The Navy solicited one source for the sole-source requirement and received one bid. Naval Supply Systems Command Fleet Logistics Center Norfolk’s Pentagon Directorate is the contracting activity.

Serco also holds an earlier Joint Staff J7 collective joint training support award with a potential value of $90 million and a listed performance end date in January 2027. That award covers engineering services and travel facilitation for collective joint training activities, providing relevant history for Serco’s work with the directorate.


This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under N0018926CD020 after the contract is formally disclosed by the government.
