SAP National Security Services Wins $903 Million DLA Cloud Services Contract

SAP National Security Services of Newtown Square, Pennsylvania, has received a sole-source Defense Logistics Agency contract for cloud services with a maximum value of $903 million. The indefinite-delivery/indefinite-quantity award, made Sept. 21, 2026, gives DLA a vehicle to order services as needed. The announced performance completion date is Sept. 22, 2027; the contract structure permits up to seven years of performance.
DLA Cloud Services Details
The award notice identifies cloud services as the requirement but does not assign SAP National Security Services work on a named application or describe specific technical deliverables. Under the contract, DLA can issue orders for cloud services within the $903 million ceiling; that ceiling is the maximum potential contract value, rather than an amount announced as spent at award.
The award comes as DLA continues a broader migration of its business systems. In its 2024 financial report, the agency said it had moved applications within its Enterprise Business System accreditation boundary to SAP’s Secure HANA Cloud in 2022. A subsequent phase involved moving its principal financial system from SAP ECC 6.0 to SAP S/4HANA. DLA’s 2025 financial report described that phase as still in progress, with completion planned in fiscal 2026. The award notice does not identify that migration as work under the new contract.
Award and Contractor Background
DLA awarded the contract without competition under a sole-source justification. SAP National Security Services has other defense cloud and enterprise-software work, including an Army order valued at up to $11.7 million for SAP S/4HANA cloud hosting, licenses, services and maintenance, with potential performance through December 2026. It also holds a Navy ERP+ S/4HANA order valued at up to $291.5 million, with potential performance through December 2031.
