Brooklyn, New York-based S by S Studio Inc. has won a Defense Logistics Agency Troop Support contract to supply trousers, wash-and-wear trousers, slacks and wash-and-wear slacks for the Coast Guard. The firm-fixed-price, indefinite-delivery/indefinite-quantity award has a maximum value of $15.3 million. Performance is expected to be complete by Oct. 28, 2031.

Coast Guard Uniform Trousers and Slacks Details

S by S Studio will supply the four garment categories under a contract administered by DLA Troop Support in Philadelphia. The work falls within DLA’s Clothing and Textiles supply chain, whose Dress Clothing team procures trousers and slacks for military customers. The Coast Guard’s Military Uniforms Branch manages the service’s uniform design and wear standards; this award covers garment supply rather than uniform policy.

The garment categories overlap with a Coast Guard-reported dress-pants shortage. In August 2025, the service said supply problems affected both dry-clean and wash-and-wear pants, with critically low stocks for recruits and cadets and delays for members ordering through the Coast Guard Exchange. It said it was working with DLA and manufacturers to accelerate production and delivery. The Coast Guard’s forecast at the time was that normal stock levels would return in November or December 2026; the new award does not establish whether that forecast was met or how its deliveries will affect stock levels.

Award and Contractor Background

DLA received one response to the competitive acquisition. The award carries a ceiling of $15.3 million, rather than a statement that the full amount was ordered at award.

S by S Studio has received other DLA orders for similar garments. An order labeled Coast Guard wash-and-wear women’s slacks has a potential value of $105,588 and a September 2026 performance end date. A separate men’s trousers order has a potential value of $411,739 and a November 2025 performance end date. Those orders show the company’s prior DLA work in garment categories covered by the new award.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under SPE1C127D0013 after the contract is formally disclosed by the government.
