Ruby-Collins Wins $10 Million MUSC Stormwater Pump Station Upgrade Contract

Ruby-Collins Inc. of Smyrna, Georgia, has won a $9.6 million firm-fixed-price contract from the U.S. Army Corps of Engineers’ Charleston District to upgrade and expand the Medical University of South Carolina (MUSC) stormwater pump station in Charleston. The work is intended to increase pumping capacity and improve flood protection in the city’s Medical District. Construction is expected to be completed by March 17, 2028, according to the award notice.

MUSC Pump Station Upfit Details

Ruby-Collins will upgrade the station’s pumps and discharge piping and improve the hydraulic configuration of its wet well and inflow chamber. The work also includes replacing both wet-well inflow pipes to correct their slope. The project solicitation calls for temporary pumps and piping to keep the station operating during construction.

The contractor will enclose and condition the control room, raise critical electrical and HVAC equipment above the design flood elevation, and replace or upgrade electrical systems, instrumentation, controls, security equipment and lighting. Ruby-Collins will also build a transformer pad and install a higher-capacity transformer. In its project market-research notice, the Corps identified equipment and integration requirements intended to connect the upgraded station with Charleston’s existing stormwater pump-station network, including Flygt pumps and Allen-Bradley controllers.

The station drains a topographic low point on the Charleston Peninsula that has no natural outlet. The Corps reported in 2023 that its three pumps had sustained repeated cavitation damage and that flooding had disrupted access to medical facilities in the district. The upfit is aimed at improving drainage while retaining that service during the construction work.

Award and Contractor Background

The Corps posted the construction solicitation in August 2026 and announced the award in September. Five bids were received. Earlier in 2026, the Corps completed its environmental review and said it expected construction to begin after design completion and contractor selection.

Charleston approved a $949,900 design and engineering services contract with Hazen and Sawyer for the pump-station project in 2023. A 2025 amendment increased that contract to $1.23 million and added hydraulic modeling, drainage design, seismic investigation and survey work for design and permitting. Those services preceded the construction award to Ruby-Collins.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under W912HP26CA014 after the contract is formally disclosed by the government.
