Rosenblatt Wins $30 Million Army Corps Dredge-Vessel Engineering Contract

Bruce S. Rosenblatt & Associates LLC of Alameda, California, has won a small-business set-aside contract worth up to $30 million to provide dredge-vessel engineering, naval architecture, marine engineering and technical analysis for the U.S. Army Corps of Engineers. The firm-fixed-price, indefinite-delivery contract will support the Corps’ Marine Design Center, with work assigned through individual orders and an estimated completion date of Sept. 29, 2031.
Dredge Vessel Engineering Services Details
Rosenblatt will provide vessel design and analysis services for dredges with a hull length at the waterline greater than 150 feet. The Marine Design Center, the Corps’ national center of expertise for naval architecture and marine engineering, sought outside assistance in those specialties under the dredge-vessel engineering solicitation.
The contract covers engineering services rather than dredging operations. Specific assignments and work locations will be established through task orders. The solicitation estimated an average order value of about $500,000 and a maximum individual order value of $2 million, indicating that the Corps expects to use the contract for multiple vessel-engineering assignments over its five-year ordering period.
Award and Contractor Background
The Philadelphia District received three bids for the contract. Rosenblatt has performed related Marine Design Center work under an earlier Corps contracting vehicle, including a dredge-vessel engineering order with a potential value of $1.41 million and a medium-class hopper dredge construction-phase services order with a potential value of $1.42 million.
That hopper dredge work is part of a broader period of fleet renewal. The Corps reported that construction of the new Dredge Donnelly began with a steel-cutting ceremony in April 2025. The vessel is intended to replace the Philadelphia District’s Dredge McFarland, commissioned in 1967. The new engineering contract does not identify the vessels that will receive its future task orders.
