Rockwell Collins Awarded $333 Million DLA Contract for Fighter Jet Helmet System Spares

The Defense Logistics Agency announced it has awarded a contract for Joint Helmet Mounted Cueing System spares and repairs to Rockwell Collins ESA Vision Systems LLC worth an estimated $332.6 million over a six-year base period, with one six-month option. The fixed-price with prospective redetermination, indefinite-delivery requirements contract will be performed in Texas, Oregon and Israel.
Work to be Completed Under the Joint Helmet Mounted Cueing System Contract
The contract covers consumable and depot-level reparable spares and repairs for Joint Helmet Mounted Cueing Systems used on F-15, F-16 and F/A-18 aircraft. The initial contract population includes 47 military-unique items: 29 consumable items and 18 depot-level repair items. The agreement provides for the parts and labor needed to manufacture and repair JHMCS components, including support for associated shop-replacement and line-replacement units. Replacement items may also be added when existing components become obsolete or other sole-source items are identified.
Under the requirements contract, the company will provide on-demand, performance-based repairs, hardware deliveries and manufacturing support. The arrangement is intended to sustain the helmet-mounted system through the contract period while allowing the government to place orders based on operational demand.
The acquisition was conducted on a sole-source basis under 10 U.S.C. 3204(c)(2). The government’s justification identifies the contractor as the original equipment manager for the covered JHMCS components and states that the Air Force does not possess the technical data needed to obtain the military-unique items from another supplier.
The contract will support the Air Force and Navy, as well as Foreign Military Sales customers in Greece, Morocco, Singapore, Chile, Denmark, Norway, Thailand, Oman, Taiwan, Portugal, Canada, Switzerland and Australia. Performance is scheduled for completion by July 23, 2032, and the six-month option could extend the ordering period. The contracting activity is DLA Weapons Support in Warner Robins, Georgia, and the contract number is SPRWA1-26-D-0001. An award notice is available through HigherGov.
Contractor and Award Structure
Rockwell Collins ESA Vision Systems LLC is based in Fort Worth, Texas. Acquisition documents also identify the supplier as Collins Elbit Vision Systems LLC, or CEVS, and note that it was formerly known as Rockwell Collins ESA Vision Systems LLC and, before that, Vision International LLC.
The company was classified as a large business in the procurement justification. The single-award contract includes a three-year basic ordering period followed by three one-year ordering periods and the potential six-month extension.
This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov once disclosed by the government in approximately 90 days under SPRWA126D0001 after the contract is formally disclosed by the government.
