RGAS Wins $24 Million DLA Contract for Navy HFC Gas Stockpile

RGAS LLC of Houston has won a two-year Defense Logistics Agency contract worth up to $23.6 million to supply mission-critical compressed hydrofluorocarbon (HFC) gases for the Navy. The firm-fixed-price, definite-quantity award covers a one-time purchase associated with DLA’s plan to hold selected gases in static storage in Richmond, Virginia, for future use. DLA Weapons Support in Richmond made the award, which was set aside for small businesses and has a performance completion date of April 21, 2028.

Mission-Critical HFC Gas Procurement Details

Under the HFC procurement solicitation, DLA sought three cylinder configurations of two gases: HFC-227ea, or heptafluoropropane, in 150-pound and 1,200-pound cylinders, and HFC-236fa, or hexafluoropropane, in 150-pound cylinders. The latest solicitation description raised the requested quantity of 150-pound HFC-227ea cylinders from 6,467 to 13,476; it also listed 1,122 larger HFC-227ea cylinders and 1,372 HFC-236fa cylinders. Those figures describe the solicitation’s requested quantities, while the award notice reports the contract’s overall value rather than a gas-by-gas award breakdown.

RGAS is responsible for supplying the gas and its cylinders. A solicitation clarification removed references to government-provided gas or cylinders and said suppliers would provide the specified cylinder valves. The procurement worksheet calls for HFC-227ea meeting ASTM-6064 Type II purity requirements and HFC-236fa meeting the cited AHRI-700 refrigerant standard. DLA requested delivery of each item within 101 days, but its solicitation questions and answers said deliveries did not have to occur all at once.

DLA described the purchase as a way to build a supply of gases used by defense equipment that transitioned away from ozone-depleting substances. It said projected need extends beyond 2060, even as HFC production is phased down. The gases are intended for static storage at Richmond until needed. A 2024 Defense Department reprogramming action likewise identified the production and import phase-down as a potential readiness issue for legacy weapon systems and called for gas and equipment for a mission-critical HFC repository.

Award and Contractor Background

DLA received two responses to the competitive acquisition. The solicitation was issued in July 2026 and evaluated the three gas configurations separately, allowing suppliers to compete for individual items. The current award names the Navy as the using military service.

RGAS has also won other DLA HFC work. In December 2024, DLA Aviation awarded the company an $11.3 million, one-year purchase of mission-critical HFC compressed gases after receiving four responses; that award listed customers across the armed services and the Coast Guard. A July 2026 Government Accountability Office decision documents another DLA competition covering 11 types of HFC gas and an award to RGAS.
