Raytheon Wins $247 Million MK 15 Close-In Weapon Systems Contract

Raytheon Company has received a $247.1 million firm-fixed-price contract from Naval Air Systems Command to produce, upgrade, convert and overhaul MK 15 Close-In Weapon Systems for the Navy and Army. The award covers Phalanx, the Army’s Land-based Phalanx Weapon System (LPWS) and SeaRAM configurations, along with associated hardware, equipment and spares. Work is expected to be completed in September 2030.

MK 15 Close-In Weapon Systems Details

Raytheon will support three configurations of the MK 15 system rather than a single new-production line. The contract combines production with upgrades and conversions of existing systems, as well as overhauls and the supply of supporting hardware and spares. The Navy describes SeaRAM as a configuration that pairs Phalanx sensors with the Rolling Airframe Missile system; Phalanx uses a gun for close-in ship defense.

The Army uses LPWS as part of its counter-rocket, artillery and mortar defenses. Raytheon’s work will be spread across a network of sites, led by Louisville, Kentucky, which accounts for 33% of the effort. Other locations include Tucson, Arizona; Mason, Ohio; Colchester, Vermont; Melbourne, Florida; Ottobrunn, Germany; and additional U.S. sites.

MK 15 Program Background

The contract spans shipboard and ground-based applications of the close-in defense system. The Army reported in September 2024 that LPWS and the broader counter-rocket, artillery and mortar system had helped defend forces in Iraq and Syria against more than 100 attacks in recent years.

Navy budget materials also point to continuing changes in the shipboard system family. The fiscal 2027 Navy budget request includes a planned ordnance alteration to replace Phalanx with SeaRAM on some installations. The newly awarded contract covers conversions, but the award notice does not tie those conversions to that specific budget plan.

Award and Contractor Background

The Navy did not competitively procure the contract. Raytheon has also received related MK 15 engineering-support awards: a $59.35 million modification in December 2022 for design-agent engineering and technical support for Phalanx, SeaRAM and LPWS, followed by a $60.97 million modification in December 2024 for design-agent services, technical-data-package maintenance and related support. Those awards illustrate ongoing engineering work across the same system family, while the new contract covers production and work on fielded equipment.
