R. Ward & Associates Wins $49 Million Army Sustainable Range Program Contract

R. Ward & Associates LLC of Ozark, Missouri, has won a U.S. Army Corps of Engineers contract worth up to $49 million to support the Army’s Western Hemisphere Command Sustainable Range Program. The firm-fixed-price, single-award contract covers engineering, technical and program-management work on training ranges, including assessments, modernization planning and environmental support. The procurement was set aside for small businesses, and the Army estimates completion by Sept. 24, 2031. Locations and funding will be determined through individual orders.

Western Hemisphere Command Sustainable Range Program Details

R. Ward will provide technical support for the Live Fire Training Investment Strategy, which guides decisions about range capabilities and improvements. The solicitation also calls for range-capability evaluations, engineering analysis, modernization plans and support for targetry, instrumentation and other training infrastructure.

An updated performance work statement identifies three installation-level efforts: a full range-infrastructure assessment and target refurbishment at Fort Campbell, Kentucky, and reconfiguration of the Multipurpose Range Complex at Fort Hunter Liggett, California. It also calls for assessments of range use and training-facility designs by specialists familiar with gunnery requirements. Range and environmental assessment data is to be delivered to commands and installations in an integrated Access database.

The work statement includes environmental characterization, terrain rehabilitation, land stabilization and sustainability assessments. Those services are intended to address the effects of training on ranges and surrounding land while preserving facilities for continued use.

Sustainable Range Program Background

The Army’s Sustainable Range Program combines range planning and modernization with management of training land. Its Integrated Training Area Management work covers land-condition data, rehabilitation and geospatial support. That framework connects the new contract’s infrastructure assessments and reconfiguration work with its environmental and land-sustainment requirements.

Fort Hunter Liggett completed a $5.6 million Multipurpose Range Complex modernization in May 2025. The Army said that project was validated through the installation’s annual range master plan. The new work statement calls for a reconfiguration effort at the same complex.

Award and Contractor Background

The Corps’ Savannah District received four bids for the award. R. Ward has performed related range work for the district under an earlier Sustainable Range Program contracting vehicle, including a $6.5 million order for live-fire investment strategy support, range assessments and modernization with a potential performance end in August 2025. Another $4.9 million order for Sustainable Range Program support had a potential performance end in June 2026. The company’s additional awards are listed on its HigherGov profile.
