Prevailaince Inc. of Chesapeake, Virginia, has received an $11.4 million Navy task order to provide shipboard engineering assistance, technical assessments, maintenance support and training for Commander, Naval Surface Forces, Pacific Fleet. The service-disabled veteran-owned small business set-aside covers Readiness Assistance Training Team visits and assessments of ships’ ability to make their own repairs, with work on surface combatants and amphibious ships at U.S. and Japanese homeports. The order has a total potential value of up to $64.6 million and is expected to run from October 2026 through March 2032.

Readiness Assistance Training Team Details

Under the performance work statement, Prevailaince will field six Readiness Assistance Training Team (RATT) visit teams and one Organic Repair Capability Assessment (ORCA) team. The teams will support ship classes ranging from destroyers and cruisers to littoral combat ships, mine countermeasures ships and amphibious vessels. The Navy projects about 208 RATT visits and 53 ORCA visits annually, including visits outside the continental United States. Shipboard work will be concentrated in San Diego, with additional work in Everett, Washington; Pearl Harbor, Hawaii; and Yokosuka and Sasebo, Japan.

Prevailaince will coordinate visits with ship leadership, select specialists for each crew’s needs and deliver classroom and hands-on training in operating equipment, standing watch, troubleshooting and performing maintenance. Training may cover preventive and corrective maintenance, equipment checks and the ship’s maintenance records. The teams will also examine relevant equipment, safety gear and ship systems, then document unresolved material discrepancies and advise commanders on crew proficiency and maintenance practices. RATT visits are intended to provide assistance outside a ship’s normal training and inspection schedule, typically over one to two weeks.

The ORCA team will assess whether ships have the people, workshops, tools and technical skills needed to complete repairs while underway or deployed. These assessments typically last three to four days and produce a report identifying shortfalls for the ship’s commanding officer and Navy leadership. The work statement also calls for root-cause analysis, configuration reviews and information to support a government-developed ORCA dashboard. The Navy’s Joint Fleet Maintenance Manual directs type commanders to assess operational repair capability and address deficiencies in areas including manning, training and shop facilities.

Award and Contractor Background

The Navy received five offers for the task order, which was awarded under Prevailaince’s existing SeaPort Next Generation contract. Naval Supply Systems Command Fleet Logistics Center San Diego is the contracting activity. No funds were obligated at award.

The Navy identified Gryphon Technologies as the contractor performing the requirement before this award in its draft solicitation. Gryphon’s RATT support order was valued at $44.7 million for work from October 2021 through September 2026. The new solicitation continued the ship-visit and repair-assessment mission, including the six-visit-team and one-ORCA-team structure.
