Pond-IMEG JV of Peachtree Corners, Georgia, has won an Air Force Test Center contract worth up to $50 million for architect-engineer services at Arnold Air Force Base, Tennessee. The firm will provide studies, designs and construction-phase support for facility renovation, repair and new-construction projects serving the Arnold Engineering and Development Complex. The firm-fixed-price, indefinite-delivery contract was awarded Oct. 8, 2026, and work is expected to be completed by Oct. 8, 2034.
Arnold AFB Architect-Engineer Services Details
Pond-IMEG will develop engineering studies, investigations, tests and evaluations to help define projects before construction. Its work can include facility condition assessments, geotechnical reports, environmental permit applications, project programming documents and planning charrettes. The Air Force’s qualifications notice identifies building renovations and additions, repairs and new construction among the projects the contract may support.
The firm will also prepare drawings and the technical portions of design-build solicitations, conduct value-engineering studies and support projects during construction. The Air Force sought expertise spanning structural and civil engineering, electrical power, HVAC and industrial mechanical systems, fire protection, airfield pavement, land surveying and installation master planning. Individual assignments will be directed through task orders, which the notice says will typically range from $25,000 to $3 million.
A draft statement of work issued during market research describes deliverables such as conceptual designs and signed plans, specifications and cost estimates suitable for construction contracts. It also calls for drawing and shop-drawing reviews, geotechnical reviews and operating and maintenance manuals. The draft organizes design submissions at the 35%, 65%, 95% and 100% stages.
Award and Contractor Background
The award followed a competitive qualifications-based selection in which the Air Force received 10 qualification packages. Under the process described in the contract opportunity, an evaluation board would identify three highly qualified firms for discussions before the Air Force sought a proposal from the highest-ranked firm. The acquisition was open to firms of any size.
The contract ceiling increased during acquisition planning. A market survey initially anticipated a roughly $30 million ceiling and task orders typically worth $25,000 to $1 million; the later qualifications notice set the ceiling at $50 million and the typical task-order range at $25,000 to $3 million. The work remains focused on Arnold AFB facilities, rather than the complex’s geographically separate locations.
