Pond Constructors Wins $55 Million South Korea Fuels Maintenance Contract

Pond Constructors Inc. of Peachtree Corners, Georgia, won a U.S. Army Corps of Engineers contract worth up to $54.5 million to maintain Defense Logistics Agency Energy petroleum facilities and systems at military installations in South Korea. The firm-fixed-price award covers preventive maintenance, corrective repairs and emergency response under the Huntsville Center’s Fuels Program. The Army estimates the work will be completed by Jan. 1, 2031.

Far East Fuels Maintenance Details

Pond will inspect, test and maintain fuel-storage, distribution and dispensing facilities covered by the performance work statement. The preventive-maintenance schedule includes quarterly, semiannual and annual activities under military petroleum-system maintenance criteria. The work is intended to identify deteriorating components and needed repairs before they cause unscheduled outages.

The company will also correct deficiencies in covered petroleum systems and supporting DLA-capitalized facilities, including emergency repairs needed to restore fuel-delivery capability. Corrective work at included installations is tied to service orders for assets identified in government real-property inventories. The facilities covered by the contract serve fuel-storage and delivery needs for aircraft, vehicles and other military equipment.

For each site, Pond will prepare a facility maintenance plan addressing scheduled work, corrective repairs, emergency response and records management. Its initial site visits are to take place within 90 days of authorization to begin work at each location. Preventive-maintenance reports will document the systems evaluated, actions taken and remaining facility or component deficiencies; the solicitation describes the South Korea requirement as a standalone maintenance contract.

Fuels Program Background

The Huntsville Center Fuels Program provides maintenance, inspections, repairs and emergency response for DLA-capitalized petroleum facilities worldwide. A January 2024 Huntsville Center bulletin reported more than 2,000 preventive-maintenance visits and 3,400 corrective repairs at 433 such facilities during fiscal 2023. The South Korea award covers that program’s sustainment work within the Pacific Ocean Division’s Far East District.

Award and Contractor Background

The Army obligated $12.6 million at award against the contract’s $54.5 million total potential value. Four bids were received in the competition. The Huntsville-based Corps center is the contracting activity.

Pond Constructors has held other Huntsville Center fuels-maintenance awards, including a Pacific Ocean Division award covering the Honolulu and Alaska districts valued at up to $151.9 million, with potential performance ending in October 2025. A separate Southwestern Division fuels-maintenance award, valued at up to $77.2 million with potential performance through September 2029, covers recurring maintenance, minor repairs and emergency repairs at DLA Energy fueling sites in six states.
