Pigott Wins $18 Million Phillips Parkway Haul Route Contract at Cape Canaveral

Pigott Asphalt and Sitework LLC of Crawfordville, Florida, has won an $18.1 million firm-fixed-price contract from the U.S. Army Corps of Engineers’ Mobile District to build the Phillips Parkway Haul Route at Cape Canaveral Space Force Station. The work will add a 12-foot lane and a four-foot shoulder to portions of the installation’s road network. The procurement was set aside for small businesses, and the Corps expects construction to be completed by Sept. 19, 2028.

Phillips Parkway Haul Route Details

The project covers approximately five miles of roadway. According to the Corps’ project description, Pigott will add lanes and shoulders along portions of northbound and southbound Phillips Parkway between the South Gate and a road split south of the Industrial Area. The work also extends along Hangar Road from its intersection with NASA Causeway south to where it merges with Phillips Parkway.

Pigott will prepare the roadbed by clearing vegetation and grading, while maintaining traffic through the construction area. The project also calls for signage and utility rerouting where needed. The construction specifications address asphalt paving, curbs and drainage, stormwater facilities, and affected water, sewer and underground electrical utilities.

The Air Force’s military-construction justification describes Phillips Parkway as a principal route for station personnel and for oversized payloads and launch-vehicle components moving north from Port Canaveral to storage and processing facilities. It says those heavy-load movements create congestion and safety conflicts with ordinary traffic. The justification also identifies about 15.5 acres of southeastern beach mouse habitat expected to be affected by the project and requiring mitigation.

Award and Contractor Background

The Corps received eight bids after soliciting the project online. Its advance notice described a best-value competition restricted to small businesses and estimated construction costs at $20 million to $30 million. The Air Force’s earlier project justification carried a $28 million estimate; Pigott’s awarded price is below both figures.

Pigott has other federal roadway work, including a $5.1 million contract to rehabilitate roads in Chickamauga and Chattanooga National Military Park, with performance scheduled through September 2027. It also holds a $754,000 Space Force contract for street and parking-area repairs at Patrick Space Force Base, Florida, with performance scheduled through June 2026.
