AFLCMC Robins AFB announced it has awarded a $62.9 million modification to Parsons Government Services to produce, integrate, and sustain Recovery of Airbases Denied by Ordnance (RADBO) Systems. The RADBO system is used for rapid explosive ordnance disposal using a directed energy weapon system.  This modification was issued on a sole source basis and is an amendment of Parsons' current contract worth approximately $50 million to date through which it delivered the first RADBO vehicle in April 2023. The award notice is available here: F3QCDK2355A001.

The RADBO is the first production-approved ground-based directed energy weapon system.  The system has three main components: the Mine Resistant Ambush Protected (MRAP) Cougar Vehicle, the Zeus III Laser System, and an Interrogation Arm Assembly (IAA). This system integrates a commercial off-the-shelf (COTS) Stand-off Unexploded Ordnance Disrupter (ZEUS III Laser system) and a lightweight interrogation arm onto an MRAP Cougar Variant Vehicle. It is designed to disarm unexploded ordnance and improvised explosive devices during runway and airbase recovery operations, enhancing the safety and efficiency of military personnel.

As part of this contract modification, Options IV and V will be added to the contract to allow for the production, integration, and sustainment of the Zeus III Laser System for 21 MRAP Cougar Variant Vehicles, along with the installation of 21 IAAs. These MRAP Cougar Variant Vehicles and IAAs will be provided as Government Furnished Equipment. Additionally, five more Zeus III Laser Systems will be produced as part of this acquisition.

The contract will also likely benefit many of the subcontractors (sign-in required) on the RADBO project, which have won more than $15 million to date, with the largest awardees being Calista, IPG Photonics, and CAES.

The period of performance is from March 18, 2024, to March 17, 2029.  Additional contract details will be available on HigherGov within 30 to 90 days once the amendment is formally disclosed by the government.
