Pacific Shipyards International has won a Military Sealift Command contract worth up to $14.95 million for the regular overhaul and dry-dock availability of the rescue and salvage ship USNS Grasp. The 75-calendar-day shipyard availability will take place in Honolulu, beginning Jan. 11, 2027, with completion expected March 26. The firm-fixed-price award covers a base work package valued at $14.43 million, with the higher total representing the contract’s full potential value.

USNS Grasp Overhaul Details

Pacific Shipyards will carry out the shipyard overhaul and dry-dock work during the scheduled Honolulu availability. The Navy’s 2027 ship-maintenance schedule lists Grasp for the same January-to-March period. The award notice describes the work as a regular overhaul and dry-dock availability but does not itemize the new contract’s repair package.

The availability concerns one of Military Sealift Command’s two Safeguard-class rescue and salvage ships. According to the command’s 2026 fleet handbook, Grasp is equipped for salvage, diving, towing and offshore firefighting. Its equipment includes a 40-ton aft boom and towing gear rated at 120,000 pounds of bollard pull. The ship has also supported Pacific fleet training: Military Sealift Command’s 2024 annual report describes towing work for sinking exercises and diving-related training involving Grasp and its sister ship Salvor.

Award and Contractor Background

Military Sealift Command received two offers for the competitively procured Honolulu award. Earlier Grasp maintenance provides a comparison: the Navy awarded JAG Alaska an $18.72 million contract in October 2024 for an 81-day regular overhaul and dry-dock availability in Seward, Alaska. That procurement drew one offer. In November 2023, the Navy awarded JAG Industrial Services a $10.70 million contract for a 60-day mid-term availability for the same ship.

JAG Industrial also received a separate Grasp availability award in December 2025. A subsequent Military Sealift Command justification says that contract initially contained 79 work items and that inspections identified additional repairs needed before the ship could depart. That document describes work to meet Navy, Coast Guard and American Bureau of Shipping requirements; it does not establish the work items for Pacific Shipyards’ 2027 award.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under N3220527C1204 after the contract is formally disclosed by the government.
