OWT Global Wins $38 Million Army Counter-Drone Instructor Contract

OWT Global of Tampa, Florida, won a $38.2 million firm-fixed-price Army contract to provide mobile training team instructors for counter-unmanned aerial systems and counter-small unmanned aerial systems. The work will be performed in Alexandria, Virginia, with estimated completion on Sept. 28, 2031. Army Contracting Command at Detroit Arsenal awarded the contract on Sept. 28, 2026.

Counter-Drone Mobile Training Team Details

OWT Global will provide instructors for the Army’s mobile training teams, covering both counter-unmanned aerial systems and the more specific counter-small unmanned aerial systems mission. The award is for instructional services rather than the purchase of counter-drone equipment. The public award notice identifies Alexandria as the place of performance but does not identify particular systems, courses or units assigned to the training.

The instruction addresses a mission that requires more than operating a single device. The Army’s counter-small UAS budget justification describes a layered approach to detecting, tracking, classifying, evaluating and defeating small drones, using sensors, command-and-control tools, electronic warfare and other effectors. Those capabilities provide context for the training requirement, though the award notice does not tie OWT Global’s instructors to a named system.

Army Counter-Small UAS Program Background

The Army has organized counter-small UAS acquisition around capabilities for fixed sites and forces using mounted, dismounted and handheld equipment. Its budget justification says separate acquisition programs were established in 2022 for systems including Fixed-Site and Mobile LIDS, Ku-band radar, Coyote interceptors and handheld or dismounted systems. The programs were approved to enter the Major Capability Acquisition pathway in May 2024 after full-rate production.

Training remains a distinct part of putting those capabilities to use. In a 2025 account of counter-UAS preparation, First Army described work with Reserve and National Guard units preparing for base-defense duties before deployment. A separate Army review of training at the National Training Center examined the drone threat, available countermeasures and limitations in training realism. Neither account identifies OWT Global’s contract as supporting those activities.

Award and Contractor Background

The Army received six bids for the contract. OWT Global has also received federal work involving counter-drone equipment and field support, including a $204,000 Air Force contract for DroneGun and wideband equipment and a $3.6 million Coast Guard C-SHIELD field-support award for operations in Bahrain. Those awards concern equipment and field support, respectively, rather than the Army instructor services covered by the new contract.
