The Program Acquisition Executive Marine Corps announced it has awarded a contract for diminishing manufacturing sources and material shortages (DMSMS) support to Oshkosh Defense worth up to $43.3 million over seven years. The hybrid firm-fixed-price and cost reimbursable basic ordering agreement (BOA) will be performed in Oshkosh, Wisconsin, and was awarded as a sole source acquisition; no set-aside was listed.

Work to be Completed Under DMSMS Support Contract

This contract requires Oshkosh Defense to address issues related to diminishing manufacturing sources and material shortages (DMSMS) for several critical military vehicle platforms. Specifically, the company will define and select replacement components, develop integration kits, test both components and kits as needed, and create the necessary engineering and logistics documentation to ensure smooth fielding of these replacements.

The affected platforms include the Medium Tactical Vehicle Replacement (MTVR), Logistics Vehicle System Replacement (LVSR), and P-19A Replacement vehicles. These vehicles are essential to the Marine Corps’ logistics and operational capabilities, making proactive management of parts obsolescence crucial for mission readiness.

Under the BOA, Oshkosh Defense will be responsible for:

  • Identifying obsolete or at-risk components
  • Selecting suitable replacement parts
  • Designing integration kits for new components
  • Testing both individual components and complete kits
  • Producing engineering change documentation
  • Developing logistics support materials for field implementation

No funds are obligated at the time of award; funding will be allocated on individual delivery orders as specific needs arise. The contract is expected to run through July 2031, ensuring long-term support for these vehicle systems as technology and supply chains evolve.

This award continues a pattern of sole source contracting with Oshkosh Defense for specialized vehicle support.
