The National Oceanic and Atmospheric Administration (NOAA) has released a Sources Sought notice seeking scientific and technical support services for the Earth Prediction Innovation Center (EPIC) contract recompete. The current contract is a $45 million IDIQ held by Raytheon that runs through April 2026. The solicitation is available here ACQ-NC1075-24-0075.
The EPIC contract aims to enhance the accuracy and reliability of operational numerical forecast models. This initiative supports NOAA's Weather Program Office in advancing weather modeling skills and improving the transition of research into operations.
Key objectives of the EPIC contract include:
1) Maintenance and expansion of EPIC;
2) Collaboration with the Earth Sciences community to foster a diverse modeling community;
3) Development of a publicly accessible cloud-based testing environment for Earth system model applications;
4) Innovations to improve Weather and Climate model performance.
Specific tasks include project management, infrastructure and software engineering, codebase support, systems integration, data management, tracking NWP performance, advanced user support, and stakeholder engagement.
To date, $36.3 million has been awarded through the EPIC vehicle across 8 task orders. The IDIQ has a subcontracting plan requirement and several disclosed subcontractors including The Tomorrow Companies, Element 84, Redline Performance Solutions, Isys, Infinity Technology Services, Science & Technology Corporation, Carahsoft Technology, and ReleaseTEAM.
