National Industries for the Blind Wins $127 Million AbilityOne Contract Management Services Contract

National Industries for the Blind, based in Alexandria, Virginia, has won a Washington Headquarters Services contract worth up to $126.6 million to provide contract-closeout and post-award administrative support for Defense Department contracting activities. The work includes preparing contracts for closeout, identifying unliquidated obligations and undelivered orders for deobligation, imaging acquisition records and destroying documents. Performance is planned in Oklahoma City; San Antonio; Kansas City, Missouri; Fayetteville, North Carolina; Richmond and Quantico, Virginia; and Philadelphia, with an estimated completion date of Sept. 24, 2031.

AbilityOne Contract Management Services Details

Under the performance work statement, National Industries for the Blind will support the closeout of purchase orders, contracts, grants, cooperative agreements and other acquisition instruments. Its staff will assemble closeout packages with payment histories, receiving reports, deobligation modifications and supporting records, completing the work needed before a government contracting officer signs off. The scope also includes automated closeout actions where applicable.

The contractor will develop a tracking system showing which files have been received, remain in process or are ready for closeout, along with the status and potential deobligation value of modifications. It will digitize paper contracts and related records into readable, searchable files; inventory, pack, ship and store contract files; and securely destroy documents, providing certificates of destruction. The solicitation calls for most work to take place at contractor facilities, while also providing for personnel to work at government sites.

For each task order, the work statement calls for a plan describing how the contractor will reduce the closeout backlog, as well as quality-control procedures and reporting on unliquidated obligations and undelivered orders. Authorized Defense Department contracting activities can place task orders for the services, allowing closeout work to be assigned across offices rather than confined to one location.

Award and Contractor Background

The award uses firm-fixed-price and fixed-price level-of-effort arrangements. No funds were obligated at the time of award. The procurement was designated for an AbilityOne participating nonprofit agency, and the solicitation stated that proposals from other organizations would not be evaluated.

National Industries for the Blind has performed related work through an earlier Defense Department-wide AbilityOne contract-management services vehicle awarded by Washington Headquarters Services. Orders under that vehicle include contract-closeout services in Richmond and Philadelphia with a potential value of $15 million and a performance end date in June 2025, and a $4.8 million closeout-support order with a potential performance end date in June 2027.
