MTSI Awarded $371 Million Space RCO Engineering Support Contract

The Space Rapid Capabilities Office announced it has awarded a five-year contract for systems engineering and technical assistance support services to Modern Technology Solutions Inc. (MTSI) worth $371.3 million. The time-and-materials contract will be performed primarily in Albuquerque, New Mexico, and is expected to be completed by Aug. 23, 2031.
Work to be Completed Under the Systems Engineering and Technical Assistance Contract
MTSI will provide contracting and functional support across the Space Rapid Capabilities Office’s acquisition lifecycle framework. The work is intended to support the office as it manages acquisition activities from initial planning and requirements development through later lifecycle stages.
The contract covers systems engineering and technical assistance services, along with acquisition-related functional support. Under a time-and-materials structure, the government will compensate the contractor for labor at established rates and for eligible materials used in performing the work.
The Space Rapid Capabilities Office, headquartered at Kirtland Air Force Base in New Mexico, serves as the contracting activity. The award is identified as contract FA254826CB006.
The contract was awarded through a sole-source acquisition under the Pilot Program to Incentivize Contracting with Wholly Employee-Owned Businesses. Congress authorized the pilot under Section 872 of the National Defense Authorization Act.
The pilot gives participating federal agencies a mechanism to make certain sole-source awards to qualifying wholly employee-owned companies. In this case, the acquisition approach was used to obtain support spanning the Space Rapid Capabilities Office’s full acquisition lifecycle.
Modern Technology Solutions’ Defense Engineering Portfolio
Alexandria, Virginia-based MTSI provides engineering and technical services for defense and national security organizations. Its other space-related work includes a Digital Bloodhound support contract for Space Systems Command and a Space Command and Control prototyping contract covering program management, systems engineering, integration, testing and authorization activities.
The company has also received a Satellite Control Network advisory and assistance services award, under which it supports acquisition, technical and engineering activities and the integration of new systems and services. Those prior awards similarly involve technical support for complex defense and space acquisition programs.
This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov once disclosed by the government in approximately 90 days under FA254826CB006 after the contract is formally disclosed by the government.
