MTSI and UDRI Awarded Up to $559 Million for Air Force Research Contracts

The Air Force Research Laboratory has awarded two research contracts with a combined potential value of up to $559 million. Modern Technology Solutions Inc. (MTSI), of Alexandria, Virginia, received a contract with a $474 million ceiling for capability and operational discovery, including research and capability development. That work will take place in Dayton, Ohio, and Alexandria and is expected to run through March 30, 2032. The University of Dayton Research Institute (UDRI) received a separate contract worth up to $85 million to develop integrated design methods for aerospace systems. Its work will be performed in Dayton and is expected to run through Sept. 28, 2036.

Capability and Operational Discovery Details

MTSI’s award is a Small Business Innovation Research Phase III contract. The Air Force describes the work as research and capability development under a capability and operational discovery effort. The award notice does not identify a particular aircraft, weapon system or operational user.

The contract is an indefinite-delivery/indefinite-quantity vehicle, allowing the laboratory to order work within its $474 million ceiling over the performance period. The Air Force obligated $400,036 when it made the award; the ceiling represents the maximum potential value, not an amount already funded.

Digital System-Level Mission-Driven Integrated Design Methods Details

UDRI will conduct research intended to enable a vehicle-system design product and develop thermal-management-system design methodologies for aerospace systems. Those are the two technical outcomes identified in the Air Force’s description of the design-methods effort.

The work is structured as an indefinite-delivery/indefinite-quantity contract with an $85 million ceiling. The Air Force obligated $54,000 at award, with research to be performed in Dayton over a performance period extending to September 2036.

UDRI won its contract through a competitive acquisition that drew eight offers. The Air Force did not identify a proposal count for MTSI’s award.
