Mortenson Wins $219 Million T-7A Depot Maintenance Complex Contract at Hill AFB

M.A. Mortenson Co. of Minneapolis has received a $218.7 million firm-fixed-price contract to design and build a two-story depot maintenance complex at Hill Air Force Base, Utah. The U.S. Army Corps of Engineers’ Sacramento District awarded the contract for a facility supporting F-35 and T-7A maintenance operations. Work is expected to be completed by Aug. 13, 2029, according to the award announcement.
T-7A Depot Maintenance Complex Details
Mortenson will design and construct a maintenance hangar of approximately 301,798 square feet for Hill’s planned T-7A pilot trainer campus. The project solicitation calls for 16 aircraft maintenance docks and space for engine storage and repair, equipment storage, pre-flight testing and a fuel dock. The facility is planned to accommodate a 250-person maintenance crew supporting a program of 351 aircraft.
The building will also contain blast and paint booths with preparation areas and air filtration, along with specialized spaces for hydraulics, machining, parts, fabrication and other maintenance work. Plans include a software integration lab, material inventory control, hazardous-waste storage, life-support facilities, offices and a shipping and receiving dock. The project description places the hangar on the east side of the base, south of existing F-22 facilities near Foulois Road.
Mortenson’s design-build work includes site preparation, improvements, pavements, parking and the civil, mechanical and electrical utilities needed for the facility. The construction scope requires the contractor to prepare the full design as well as build the hangar. A Corps utility-planning document says connections to Hill’s privatized water, wastewater and electrical systems will involve the companies that own those systems.
F-35 and T-7A East Campus Background
The hangar is part of Hill’s planned East Campus expansion for depot maintenance. In a May 2026 campus announcement, the Air Force described the T-7A Depot Maintenance Complex as one of five planned facilities, alongside an F-35 maintenance hangar and specialized F-35 shops. The Air Force said it expected the campus to house those facilities by 2032.
The T-7A program is moving toward production. The Air Force announced in May 2026 that the aircraft had received Milestone C approval, clearing it to begin production. It said the first production contract would cover 14 aircraft and identified a planned fleet of 351 T-7As. Mortenson’s facility is intended to provide depot maintenance space for that planned fleet as the East Campus takes shape.
Award and Contractor Background
The Corps solicited the construction contract through full and open competition and received three bids. It obligated $100 million when it made the award. The project had been described in a 2025 presolicitation notice before the Corps issued the detailed design-build solicitation.
