Mortenson Wins $219 Million T-7A Depot Maintenance Hangar Contract at Hill Air Force Base

M.A. Mortenson Co. of Minneapolis has won a $218.7 million firm-fixed-price contract from the U.S. Army Corps of Engineers’ Sacramento District to design and build a maintenance hangar at Hill Air Force Base, Utah. The associated procurement documents describe the project as the T-7A Depot Maintenance Complex maintenance hangar, intended to support depot work on the Air Force’s new pilot trainer. The Corps estimates completion by Aug. 11, 2029.

T-7A Depot Maintenance Complex Details

Mortenson will design and construct a two-story, approximately 301,798-square-foot facility with 16 aircraft maintenance docks. The hangar is planned for the east side of Hill, south of existing F-22 facilities near Foulois Road. The project notice describes a facility sized to accommodate a 250-person maintenance crew supporting a planned 351-aircraft T-7A program.

The planned spaces extend beyond the aircraft docks. They include engine storage and repair areas, a fuel dock and pre-flight testing areas, as well as paint and blast preparation areas, booths and air filtration. Specialized shops are planned for hydraulics, machining, parts, harnesses, fabrication and transportation work. The building will also contain a software integration lab, material inventory control, hazardous-waste storage, offices and a shipping and receiving dock.

Mortenson’s design-build work also covers site preparation, pavements, parking and civil, mechanical and electrical utilities, according to the solicitation. The facility specifications address the building’s systems and commissioning. A utility-planning document places the hangar within Hill’s broader East Campus construction effort, where connections to privatized water, wastewater and electrical systems require coordination with their system owners.

Hill East Campus Background

The T-7A hangar is one element of a larger East Campus buildout for aircraft sustainment at Hill. At a May 2026 groundbreaking for campus infrastructure, the Corps described that work as the first of eight planned military-construction projects, with more than $1.2 billion in programmed investment. Hill’s account of the campus plan calls for five facilities by 2032, including a T-7A depot complex, an F-35 maintenance hangar and specialized F-35 shops. Mortenson’s award concerns the T-7A hangar, rather than the entire campus program.

Award and Contractor Background

The Corps received three bids for the hangar contract. Its earlier solicitation placed the estimated construction magnitude between $250 million and $500 million; the $218.7 million award is below that initial range. The Sacramento District is the contracting office for the project.
