MNBMcD Waterfront JV of Honolulu has won a U.S. Navy architect-engineering contract with a potential value of up to $249 million for waterfront projects and other work primarily overseen by Naval Facilities Engineering Systems Command (NAVFAC) Hawaii. The firm-fixed-price, indefinite-delivery/indefinite-quantity contract will provide design and engineering services across NAVFAC Hawaii’s area of responsibility. Work is expected to continue through October 2031.

Waterfront Architect-Engineering Contract Details

MNBMcD will provide design and engineering services for waterfront projects as work is ordered under the contract. The award establishes a vehicle for multiple projects rather than funding construction of a single named facility.

NAVFAC Hawaii’s guidance on architect-engineering contracts describes services that can support projects from early studies and site investigations through design packages, cost estimates and technical assistance during construction. Waterfront planning can also call for hydrographic and geotechnical investigations. Those materials describe the types of services available through such contracts; the award notice identifies no individual project assigned to MNBMcD.

Award and Contractor Background

NAVFAC Hawaii received two offers for the new contract. An earlier NAVFAC Hawaii waterfront architect-engineering vehicle held by Moffatt & Nichol–Burns & McDonnell Hawaii received an $81 million modification in November 2024. According to NAVFAC’s announcement, that work was expected to finish by September 2025, with about 95% performed in Hawaii and the remainder elsewhere in the South Pacific.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under N6247827D5050 after the contract is formally disclosed by the government.
