M1 Support Services Wins $10 Billion Army Flight School Next Contract

The U.S. Army announced it has awarded the Flight School Next contract to M1 Support Services, with a ceiling of $10 billion over approximately 26 years. The firm-fixed-price, indefinite-delivery/indefinite-quantity contract will support initial-entry rotary-wing training at Fort Rucker, Alabama, through a contractor-owned, contractor-operated model.

Flight School Next Details

Flight School Next will provide commercially available services and equipment to train between 800 and 1,500 Army pilots annually. The Army received 11 bids for the competitively solicited contract, identified as W9124P-26-D-A004. Army Contracting Command at Redstone Arsenal, Alabama, is the contracting activity, and funding will be determined with each task order.

The program is intended to establish an integrated commercial flight-school operation for the Army’s initial-entry rotary-wing pipeline. The contemplated model combines contractor-provided aircraft and equipment with maintenance, parts, academic and flight instruction, scheduling, quality control and potentially simulation, consolidating functions that have historically been supported through multiple arrangements.

Initial-entry training is a key throughput point for Army aviation, preparing officers and warrant officers to advance into training for operational aircraft. Under Flight School Next, aircraft availability, instructor staffing and maintenance capacity will be managed as parts of a single contractor-owned and contractor-operated solution, allowing the Army to scale training within the contract’s annual student range.

The $10 billion figure is the IDIQ contract’s cumulative ceiling rather than an immediately funded amount. The Army will fund work through individual task orders, with performance scheduled to continue through Aug. 12, 2052. The long performance horizon is designed to support transition and sustained operation of the aircraft, personnel, maintenance systems and training resources required for the program.

M1 Support Services’ Aviation Experience

M1 Support Services has related experience at the installation through a Fort Rucker aviation maintenance contract supporting Army and Air Force operations. That work includes maintenance and inspection, component and engine repair, parts supply, technical support and services for training aircraft, including the TH-67 and UH-72.

The company also performs military aircraft maintenance and training-support work under contracts at other installations, including Nellis Air Force Base, Columbus Air Force Base and Sheppard Air Force Base. Flight School Next expands the scope from maintenance and support into an integrated commercial initial-entry flight-training operation.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under W9124P26DA004 after the contract is formally disclosed by the government.
