M M Manufacturing Wins $17 Million Army GEN III Layer 5 Cold-Weather Jacket Contract

M M Manufacturing LLC of Lajas, Puerto Rico, has been awarded an up-to-$16.5 million contract to supply soft-shell cold-weather parkas for the Army, according to the Defense Logistics Agency. DLA Troop Support in Philadelphia awarded the firm-fixed-price, indefinite-delivery/indefinite-quantity contract following a small-business set-aside competition. Its 18-month ordering period ends March 24, 2028.

GEN III Layer 5 Soft-Shell Cold-Weather Jacket Details

The solicitation associated with the procurement describes the garment as a GEN III Layer 5 soft-shell cold-weather jacket; the award notice calls it a soft-shell cold-weather parka. Under the solicitation’s garment requirements, M M Manufacturing will produce jackets to the specified military design and pattern in sizes ranging from extra-small to 2X-large, with short, regular and long lengths among the listed configurations.

The solicitation set a minimum of 32,784 jackets, an estimated quantity of 131,136 and a maximum of 163,920. Those figures describe the quantities available for ordering, rather than an announced delivery total. It called for a 150-day production lead time on the initial order and 120 days on subsequent orders, with delivery to designated destinations and inspection and acceptance at the point of origin.

A solicitation amendment removed first-article testing requirements and provided for government product-verification testing when specifically invoked. In that event, production-lot samples would be tested at a government-designated laboratory, and shipment would depend on acceptable results unless otherwise directed.

DLA received nine responses to the competition. The solicitation was issued May 15, 2026, and amended June 9. Its stated source-selection approach weighed product demonstration models, past performance and price. The solicitation also established a $3.75 million guaranteed minimum; the $16.5 million award figure is the contract’s maximum potential value, not an announced amount already spent.
