Lockheed Martin of Manassas, Virginia, has won an Air Force task order worth up to $80 million to support the Strategic Mission Planning and Execution System Global Strike Product Support (SMPES GSPS) applications suite. The company will provide software engineering, modernization, maintenance, sustainment and architectural updates for the operational suite. The Air Force Nuclear Weapons Center awarded the work under the General Services Administration’s Alliant 2 governmentwide acquisition contract. Work will be performed at Offutt Air Force Base, Nebraska, and is expected to be completed by Jan. 19, 2030.
Strategic Mission Planning and Execution System Global Strike Product Support Details
Lockheed Martin will use agile software engineering to modernize the operational SMPES GSPS applications while continuing to maintain and sustain them. The award covers both development work and ongoing support for applications already in use, rather than a stand-alone software delivery.
The company will also update the suite’s architecture as part of the effort. The award notice identifies Offutt Air Force Base as the work location but does not identify individual GSPS applications or establish delivery milestones.
Strategic Mission Planning and Execution System Background
SMPES is a broader strategic-planning software portfolio. Air Force budget documentation describes it as bringing together capabilities associated with the Integrated Strategic Planning and Analysis Network, Mission Planning and Analysis System, Global Adaptive Planning–Collaborative Information Environment, and legacy Nuclear Planning and Execution System work. The documentation describes roles ranging from strategic deliberate and adaptive planning to collaborative contingency and crisis-action planning. That historical portfolio description provides context for the GSPS award; it does not establish that this task order covers every named system.
SMPES remains a subject of formal test-and-evaluation oversight: the Defense Department’s September 2025 oversight list includes the program. The listing does not identify a test result or delivery milestone for the GSPS work.
Award and Contractor Background
The time-and-materials task order was competed, and the Air Force received one offer. The Air Force Nuclear Weapons Center at Offutt Air Force Base is the contracting activity.
This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under FA221727FB001 after the contract is formally disclosed by the government.
