LESCO Inc. of Huntsville, Alabama, has received a $24.7 million firm-fixed-price, indefinite-delivery/indefinite-quantity contract to provide dining services for the Tennessee National Guard. The small-business set-aside award supports meal preparation and service for Guard personnel, principally at the Regional Training Institute dining facility in Smyrna, Tennessee, according to the associated performance work statement. The U.S. Property and Fiscal Office, Tennessee, will determine work locations and funding through individual orders. The award notice lists an estimated completion date of Sept. 30, 2026.

Tennessee National Guard Full Food Services Details

LESCO will staff and operate the dining facility at the Regional Training Institute in Smyrna, providing the personnel, supervision, supplies and materials to prepare and serve meals for soldiers attending training, courses and events, as well as other authorized diners. The work statement calls for breakfast, lunch and dinner service beginning at 6 a.m., 11:30 a.m. and 5 p.m., respectively. Its serving schedule allows 90 minutes for the first 300 meals in a meal period, with additional time as volume increases.

The work also covers meals for personnel away from the dining facility, including boxed or sack meals, log packs and holiday meals. Orders may require support at Volunteer Training Sites Lavinia, Tullahoma and Catoosa or other Tennessee National Guard properties. The solicitation anticipates orders for the primary Smyrna service and additional orders for separate events or alternate locations.

LESCO will manage staffing and daily operations, plan menus and handle leftovers while maintaining cleaning routines and food-safety practices. The work statement requires an on-site dining facility manager during normal operating hours and a supervisor for each working shift. It also calls for a quality-control plan covering the food-service standards.

Award and Contractor Background

The government received eight bids after soliciting the contract online. The solicitation said proposals would be assessed on technical capability, past performance and price, with consideration of the Randolph-Sheppard Act’s priority for eligible state licensing agencies operating cafeterias on federal property. The award notice identifies LESCO as the winner but leaves the value and location of individual orders to be determined as they are issued.


This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under W912L726FA015 after the contract is formally disclosed by the government.
