L.S. Black Wins $28 Million Army Reserve Maintenance Facility Repair Contract

L.S. Black Constructors LLC of Saint Paul, Minnesota, has won a firm-fixed-price contract with a total face value of $28.2 million to design and repair an Army Reserve vehicle-maintenance facility at the Arden Hills Army Reserve Center in Minnesota. The U.S. Army Corps of Engineers’ Louisville District awarded the work, which covers the Area Maintenance Support Activity and Equipment Concentration Site (AMSA/ECS). The project is estimated to be completed by June 8, 2029.

Arden Hills AMSA/ECS Details

L.S. Black will renovate a failing 31,658-square-foot facility rather than build a replacement. Under the project solicitation, the work includes repairs to heating, ventilation and air conditioning, electrical distribution, and fire alarm and suppression systems. The contractor will also reconfigure interior space and replace ceilings, windows, doors, floor coverings and finishes.

A major change to the maintenance space is the installation of a 10-ton crane with a 20-foot hook height. L.S. Black will raise the building’s roof to accommodate it, a job that includes removing existing roofing and structural members. The renovation also covers the exterior facade and the removal and disposal of hazardous materials encountered during demolition.

The project plans show site work around the maintenance building, including changes to fencing, sidewalks and fire-hydrant service. In its advance notice, the Corps said it selected repair over demolition and new construction after comparing costs. The stated aim is to extend the facility’s economic life by 25 years.

Award and Contractor Background

The Corps received three bids for the unrestricted procurement. It used a two-phase design-build selection process that considered technical proposals and price. A solicitation amendment set the construction period at 987 calendar days after the notice to proceed; the award notice gives June 8, 2029, as the estimated completion date.

L.S. Black has other Army Reserve renovation work with the Corps. A separate $31.8 million Fort Snelling contract covers design and repairs to a 63,115-square-foot training building in Minnesota. The company also received a Seagoville, Texas, Army Reserve center repair award in September 2024; that contract now has a potential value of $25.8 million. Both projects involve extensive building-system and interior repairs, while the Arden Hills award centers on a vehicle-maintenance facility.
