Khotol Services Corp. of Warrensburg, Missouri, has won a $15 million Army contract for repair, maintenance and minor construction at Army Reserve facilities in Arkansas and Oklahoma. The firm-fixed-price job-order contract was set aside for HUBZone small businesses and allows the Army to assign projects individually as needs arise. Work locations and funding will be determined with each order, and the Army estimates completion by Nov. 5, 2031.

Region 1 Job Order Contract Details

Under the performance work statement, Khotol will provide the personnel, materials and equipment for individual projects at Army Reserve properties. Orders may cover maintenance, repairs, alterations or new construction. The contractor must be able to manage multiple active projects at once, including the technical support, estimating, design coordination and quality control needed to complete them.

The Region 1 solicitation identifies work across Arkansas and Oklahoma. Typical projects include HVAC, water and sewer repairs or replacements; roofing and paving; painting and floor or ceiling repairs; and renovations, electrical repairs and other civil work. The mix of trades will depend on the requirements of each order.

For a proposed repair, Khotol will assess documented facility deficiencies and develop a recommended scope of work and cost estimate for government review, according to a sample project work document. The performance work statement also calls for construction and debris reporting and an updated Builder field workbook at project closeout.

Award and Contractor Background

The Army’s 419th Contracting Support Brigade at Fort McCoy, Wisconsin, received two bids for the award. Khotol has received other Army Reserve facilities contracts from the same contracting activity: a May 2026 award announcement listed two separate $15 million contracts for repair and construction work in Kansas and Nebraska and for job-order work in Michigan. A June 2023 announcement also recorded a $9 million modification for Khotol to perform sustainment, modernization and improvement projects at Army Reserve centers.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under W911SA27DA002 after the contract is formally disclosed by the government.
