Keysight Wins $11 Million Navy Electronic Test Equipment Support Contract

Keysight Technologies has received a fixed-price Navy contract worth up to $10.7 million to keep specialized electronic test equipment accurate and available for research, development, test and evaluation. The Naval Air Warfare Center Weapons Division awarded the contract for repair, maintenance and calibration of signal generators, network analyzers and oscilloscopes, along with technical support and training. Work will be performed in Colorado Springs, Colorado, with on-site services at naval facilities. The contract is expected to run through September 2031.

Electronic Test Equipment Support Details

Keysight will repair, maintain and calibrate covered instruments on a per-incident basis. Rather than purchasing a fixed quantity of services at award, the Navy will issue individual orders as needs arise. The work is intended to preserve the accuracy and availability of equipment used in the weapons division’s test and evaluation activities.

The contract also covers the purchase and renewal of instrument maintenance and support agreements, plus technical support delivered both on-site and remotely. Keysight will provide calibration services at naval facilities and training tailored to particular instruments. The Navy’s January 2025 acquisition forecast described the planned requirement as a five-year, single-award support vehicle spanning those services.

Award and Contractor Background

The award was not competitively procured. The Navy’s forecast had identified the requirement as a planned sole-source follow-on. No funds were obligated at award; funding will be committed as individual orders are issued.

Keysight has also received narrower orders from the weapons division for related equipment support. An oscilloscope repair order valued at up to $249,800 is scheduled through December 2026, while another oscilloscope repair order valued at up to $249,412 ran through May 2024. A $205,620 KeysightCare renewal, covering support, an extended warranty and calibration, ran from March 2025 through February 2026. The new contract brings several types of equipment support under a vehicle that can receive orders through September 2031.
