J & J Contractors Wins $132 Million Cape Cod Space Force Station Microgrid Contract

J & J Contractors Inc. of North Billerica, Massachusetts, has won a $131.9 million firm-fixed-price contract to build a power-generation microgrid at Cape Cod Space Force Station in Bourne, Massachusetts. The U.S. Army Corps of Engineers is administering the project, which will replace the station’s aging power-generation infrastructure and add battery storage, backup power and controls for facilities supporting its radar mission. The work is expected to be completed by Sept. 13, 2030.

Power Generation Microgrid Details

J & J will replace all facility systems in the station’s onsite power-generation plant and install new backup-power assets and electrical duct banks across the site. Under the construction solicitation, the finished microgrid will bring diesel generators, uninterruptible power supplies and distribution for critical and noncritical loads into a coordinated control system. The project also calls for a battery energy-storage system integrated with an existing wind turbine.

The upgrades are intended to meet Uptime Institute Tier IV redundancy criteria for mission-critical systems. According to a solicitation clarification on the controls, the new supervisory control and data acquisition network will monitor and control the electrical power monitoring and microgrid control subnetworks. It will incorporate new heating, ventilation and air-conditioning controls installed under the project, while the station’s existing building-automation system remains in place.

J & J will also upgrade barriers against high-altitude electromagnetic pulse events, including shielded elements and work at a building’s west wall, and make facility security improvements. Construction will take place in restricted areas while affected facilities remain occupied. The contractor must phase demolition and installation to keep existing controls and radar-supporting operations running. A separate fire-alarm procurement document specifies an extension of the existing Johnson Controls system for the work areas, with compatible devices and reprogramming of the existing panels.

Cape Cod Radar and Energy-Resilience Background

Cape Cod Space Force Station hosts the 6th Space Warning Squadron, which operates the AN/FPS-132 Upgraded Early Warning Radar. The Space Force says the squadron provides missile-warning data, supports interceptor guidance and tracks selected objects in orbit. That continuing mission is the reason the construction documents require work to proceed without substantial interruption to occupied facilities.

The microgrid is part of the Department of the Air Force’s Energy Resilience, Conservation, and Investment Program. A Defense Department budget justification published in 2025 described a planned 8-megawatt generation plant and 4-megawatt battery system, along with underground distribution, switchgear, transformers, cybersecurity equipment and a controller connecting to the existing wind turbine. The document requested $124 million for the project; the subsequent construction award is $131.9 million.

Award and Contractor Background

The Corps received two bids for the construction contract. Project procurement documents described an unrestricted, best-value competition; the brand-name requirement for compatible fire-alarm components applied to one part of the work rather than the construction contract as a whole.

J & J has performed other Corps projects in New England, including a $22.7 million gate-complex project at Hanscom Air Force Base with a listed April 2026 performance end and a $2 million standby-generator replacement at Connecticut’s Stamford Hurricane Barrier with a listed October 2024 performance end. The generator job is a smaller example of the company’s power-infrastructure work; the Cape Cod award adds a station-wide microgrid and the requirement to build it around an active radar mission.
