Huntington Ingalls Wins $5.1 Billion USS Harry S. Truman Refueling and Overhaul Contract

Huntington Ingalls Inc. has received a Navy contract to carry out the refueling and complex overhaul of the nuclear-powered aircraft carrier USS Harry S. Truman (CVN 75). The work will be performed in Newport News, Virginia, and is expected to be completed by November 2031. The contract has a fixed-ceiling incentive value of $5.1 billion and a total potential value of up to $5.18 billion.

USS Harry S. Truman Refueling and Complex Overhaul Details

Huntington Ingalls will execute the carrier’s midlife refueling and complex overhaul at Newport News. According to the Defense Department’s description of the carrier overhaul program, this type of work replaces nuclear fuel and obsolete components, modernizes central ship systems, and repairs corrosion. It is intended to sustain a Nimitz-class carrier through the second half of its designed 50-year service life.

The award moves Truman from preparation into overhaul execution. Under a separate advance-planning contract, Huntington Ingalls has been planning the availability and procuring long-lead-time materials needed for the work. The newly awarded contract covers accomplishment of the overhaul itself, with completion scheduled for November 2031.

Carrier Overhaul Program Background

Truman’s overhaul is part of the Navy’s broader program to refuel and modernize Nimitz-class carriers at midlife. The Navy’s fiscal 2026 shipbuilding budget materials placed Truman alongside continuing completion and outfitting work on USS John C. Stennis (CVN 74). The Defense Department’s fiscal 2026 request sought $2.27 billion for the carrier overhaul program across that work, rather than for the Truman contract alone.

The Navy has also described changes to how it supports sailors during Truman’s overhaul. In June 2026, it said it was using separate commercial contracts for routine shipyard tasks, including transportation and preservation, to reduce supplementary work assigned to the crew. Those support contracts are distinct from Huntington Ingalls’ overhaul award.

Award and Contractor Background

The Navy did not compete the overhaul contract. In its award notice, the service said Huntington Ingalls was the only responsible source with the knowledge, experience and facilities to perform the work without unacceptable disruption to the Navy-wide overhaul and repair schedule.

Huntington Ingalls received its Truman advance-planning award in January 2024; that contract has a potential value of $1.5 billion and covers planning and long-lead-time material procurement. The company also holds a Stennis overhaul contract with a potential value of $3.93 billion, covering refueling, repairs, alterations and modernization of the preceding Nimitz-class carrier in the overhaul sequence.
