HHI Corp. of Ogden, Utah, has been awarded a firm-fixed-price contract to design and repair the General Stilwell Memorial Army Reserve Center’s Training Building 1520 at Fort Sam Houston, part of Joint Base San Antonio, Texas. The U.S. Army Corps of Engineers’ Louisville District awarded the contract, which has a total cumulative face value of $36.5 million. The project will renovate the training facility, repair major building systems and address site deficiencies, with completion estimated for May 18, 2029.

General Stilwell Memorial Army Reserve Center Details

HHI will renovate the interior of the existing 66,789-square-foot building to support Army Reserve training and full-time personnel. The statement of work calls for a complete interior renovation and a finished facility suitable for use as an Army Reserve center. The project is intended to correct identified deficiencies and extend the building’s economic life by 25 years.

The work includes replacing the failed low-pitch roof with a metal roof and gutters; repairing walls, ceilings, floors, doors and windows; and reconfiguring interior space. HHI will also repair heating and cooling equipment, electrical distribution, plumbing, sprinklers, fire alarms, mass notification, security, and telephone and data systems, according to the project scope and evaluation document. The repair plan includes abating asbestos-containing material if it is found.

Outside the building, the scope calls for regrading near the foundation to direct water away, adding stormwater-management features and repairing access for firefighting vehicles. Exterior stone and concrete repairs must retain the building’s historic character; the statement of work requires coordination with Joint Base San Antonio’s cultural resources office on changes affecting its appearance, including views from the adjacent cemetery.

Award and Contractor Background

The Corps received nine bids for the project. Its solicitation described a full-and-open, two-phase design-build competition using a best-value tradeoff. The amount of the award action was $36.3 million.

The Louisville District has awarded other substantial Army Reserve center repairs in recent years. Bristol General Contractors received a $26.3 million award in September 2023 for restoration of a reserve center and vehicle maintenance shop at Fort Bliss, Texas. L.S. Black Constructors received a $25.8 million award in September 2024 for design-build repairs to a reserve center in Seagoville, Texas. Both projects involved building-system and interior work comparable in scope to elements of the Stilwell renovation.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under W912QR27CA001 after the contract is formally disclosed by the government.
