The Naval Facilities Engineering Command Atlantic (NAVFAC Atlantic) has awarded an indefinite-delivery/indefinite-quantity (IDIQ) contract for marine and biological resources monitoring and program management services to HDR Environmental, Operations & Construction. The contract is valued at up to $75 million over a potential five-year period, with work to be performed at various locations worldwide. Work to be Completed Under Marine and Biological Resources Monitoring Contract
According to the solicitation, the primary objective of this contract is to provide marine resources monitoring and program management services in support of U.S. Navy environmental compliance and regulatory reporting requirements. The scope covers the Commander, Naval Facilities Engineering Systems Command Atlantic and Pacific Areas of Responsibility (AOR), as well as other Department of Defense or federal agency sites worldwide.
Services under the contract will be delivered through individual task orders over a base year plus four option years, not exceeding 60 months in total. The contractor will be responsible for implementing components of the U.S. Navy’s Marine Species Monitoring Program, which includes:
- Aerial, shipboard, and land-based visual surveys
- Passive acoustic monitoring
- Tagging and tracking of marine species
- Behavioral monitoring
- Biopsy sampling
- Habitat assessments
- Data management
- Preparation of management plans and regulatory reports such as Marine Mammal Protection Act authorization requests and Endangered Species Act Biological Assessments
The contractor must provide access to professional expertise, research facilities, equipment, tools, instrumentation, materials, labor, supervision, and transportation necessary for these services. Additionally, HDR Environmental will be required to manage multiple field studies concurrently across several geographic regions.
The contract also stipulates strict quality assurance measures. According to the Quality Assurance Surveillance Plan (QASP), performance will be monitored through regular deliverables such as progress reports, work plans, fieldwork summaries, and annual project reports. Payments are structured on a monthly basis contingent upon Navy review and acceptance of deliverables.
