Goodwill Wins $25 Million JBSA-Lackland Grounds Maintenance Contract

Goodwill Industries of San Antonio Contract Services has received a $24.5 million firm-fixed-price contract to provide installation-wide grounds maintenance at Joint Base San Antonio-Lackland, Texas. The company will furnish the personnel, equipment, tools and supervision needed to maintain the grounds and promote the healthy growth of grass, trees and shrubs. The Air Force’s 502d Contracting Squadron made the award through an AbilityOne sole-source acquisition. Work is expected to continue through Feb. 28, 2031.
Grounds Maintenance Services Details
Goodwill will provide recurring grounds maintenance across JBSA-Lackland, supplying both the workforce and equipment required for the installation-wide service. The award notice identifies the condition of grass, trees and shrubs as a central outcome of the work, rather than specifying individual landscaping tasks or acreage.
The contract covers Lackland, one part of the larger Joint Base San Antonio complex. A JBSA fire and emergency services assessment describes Lackland as a 9,572-acre installation. That figure indicates the scale of the location but is not a measure of the acreage covered by Goodwill’s contract.
Award and Contractor Background
The AbilityOne award was made on a sole-source basis. Goodwill also received a $21 million Defense Department award in March 2022 for grounds maintenance at JBSA-Lackland, with performance then expected through Feb. 28, 2026. That award likewise used the AbilityOne sole-source acquisition route.
HigherGov records show additional Lackland grounds-maintenance orders awarded to Goodwill, including one valued at up to $4.8 million with a March 2024 potential performance end and another valued at up to $4.9 million with a March 2025 potential performance end. A more recent Lackland grounds-maintenance order has a potential value of $2.8 million and a potential performance end in March 2027.
This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under FA301627D0002 after the contract is formally disclosed by the government.
