Georgia Tech Applied Research Corp. has received a $9.9 million sole-source, cost-plus-fixed-fee task order from the U.S. Air Force Life Cycle Management Center to support the Royal Australian Air Force’s C-130J AN/ALQ-251 radio-frequency countermeasures capability. The company will develop and deliver an electronic-warfare Mission Data Test Station and provide its initial maintenance under a Foreign Military Sales award for Australia. Work will take place in Atlanta, Georgia, and at Robins Air Force Base, Georgia, with completion expected by Nov. 4, 2028.
RAAF C-130J Countermeasures Laboratory Support Details
Georgia Tech Applied Research will develop, document and deliver the AN/ALQ-251 Mission Data Test Station. The station is the central deliverable for laboratory support of the RAAF’s C-130J radio-frequency countermeasures system.
After delivery, the company will provide initial maintenance for the test station. The award covers engineering services and laboratory test capability, rather than the purchase of C-130J aircraft or installation of countermeasures equipment aboard them.
RAAF C-130J Program Background
Australia operates a 12-aircraft C-130J fleet and plans to acquire 20 replacement aircraft, with deliveries planned from 2028. The broader acquisition includes self-protection systems and supporting equipment. Australia also completed a separate communications, navigation and mission-systems upgrade across its current fleet in 2025. The test-station award supports the RAAF’s countermeasures laboratory work; the award notice does not tie its delivery schedule to the replacement aircraft.
Award and Contractor Background
The Air Force made the award to Georgia Tech Applied Research through a sole-source acquisition and obligated the full $9.9 million at award. The notice did not report a proposal count.
The company has performed other electronic-warfare support work for the Air Force. A $1.7 million award for C-130J electronic-warfare integrated support station maintenance for Italy and Australia had a potential performance end date in June 2025. A separate $8.8 million award for development, documentation, delivery and initial maintenance of an electronic-warfare integrated support station for India has a potential performance end date in March 2030.
This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under FA852327FB003 after the contract is formally disclosed by the government.
