Georgia Power Wins $21 Million Energy Conservation Contract at Warner Robins Air Logistics Complex

Georgia Power Co. of Atlanta has been awarded a firm-fixed-price task order worth up to $21.2 million to provide energy conservation and demand-side management services at the Warner Robins Air Logistics Complex at Robins Air Force Base, Georgia. The Defense Logistics Agency Energy awarded the work for the Air Force. Georgia Power is expected to complete performance by Sept. 25, 2038.

Warner Robins Utility Energy Service Contract Details

Georgia Power will develop, install and implement an energy conservation project at the air logistics complex, then provide services under the utility energy service contract. DLA Energy’s project requirements call for energy conservation, demand reduction and energy resilience services. The work is to be carried out at the complex rather than across Robins Air Force Base generally.

The early market-research notice described the goal as an economically viable project delivered by a utility serving the Warner Robins area. The public requirements describe those service categories but do not identify particular equipment or facilities for the new task order. The complex’s aircraft repair and overhaul work gives the energy project an industrial setting, as described in a Robins Air Force Base account of its depot operations.

Award and Contractor Background

DLA Energy made the award through a sole-source acquisition. The task order was issued under Georgia Power’s ten-year area-wide utility contract, which began in June 2025. Other work issued under that contract includes a $4.5 million driving-range lighting installation and a $1.6 million electric-utility service award for the federal prison in Jesup, Georgia.

Georgia Power has also performed energy work at Robins under an earlier utility energy service contract. A Department of Energy presentation describes that $29.8 million project, which began in September 2018 and was completed in September 2020, as a recapitalization of two compressed-air plants serving more than 40 production buildings. It also included maintenance and daily inspection services, illustrating the scale of prior energy-infrastructure work at the base.
