The Department of the Navy has awarded a contract for financial management training support to George Mason University, valued at $48.7 million over five years. The award is a firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract, with most work taking place in the National Capital Region and additional support possible at Navy installations worldwide. The procurement was conducted as an unrestricted, competitive solicitation.
Work to be Completed Under Navy Financial Management Training Academy Contract
Under this new IDIQ contract, George Mason will provide comprehensive contractor support services for the Department of Navy Financial Management Training Academy. The primary objective is to enhance the Navy’s financial management capabilities through targeted training and educational programs.
The scope of work includes curriculum development, instructional delivery, and program evaluation tailored to Navy financial management professionals. These services are designed to ensure compliance with federal financial regulations and improve overall fiscal stewardship within the Department of the Navy.
While the majority of activities will occur in the National Capital Region, the contract allows for flexibility to deliver training and support at Navy installations globally as required by individual task orders. This global reach ensures that Navy personnel stationed around the world can benefit from consistent and high-quality financial management education.
The contract features a five-year ordering period, with an additional six-month option that could extend performance through March 2031 and increase the total estimated value to $53.5 million.
The Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department (Bureau of Medicine and Surgery/Financial Management and Comptroller Directorate), based in Philadelphia, Pennsylvania, serves as the contracting activity (N00189-25-DZ034).
